Does anyone know where the new r.a.a.c archives are, assuming
that they exist?

They're at ftp.cs.ubc.ca:

Brian Edmonds is still on vacation, so stories posted during the past
couple of weeks haven't been moved into their appropriate directories.

The introduction to RAAC, or "Welcome to RAAC" file, which has the posting
guidelines is located at:
