Just on another note - when its raining hard, the pools overflow.  Where 
does that water go, and would it be carrying the curse downstream?

Probably not. But I have another question myself. What if you got a sample

of Jusenkyo cursed water, poured it into a pool and stirred throughly? Your
very own Cursed Pool?

At least  until the circulation pump/filter took out the cursed water, or
diluted it enough.
