How about a BINARY love potion gas bomb.

Shamp tries it twice, the first time getting Ryouga and Ranma-chan (that
only effects them in those forms, if one or the other changes they feel
nothing), the second time getting Ranma and Akane.

It's not a super-passionate lust effect (unless you REALLY need to write
that Ryouga & Ranma-chan lemon), it's a giddy, giggly "head over heels"
effect, that has the pair wandering off hand in hand to go stare at the
moon or something.

Ther'll be an occasional moment of stability with Akane, Ranma-chan and
P-chan, and then one of them will revert to their normal form, excluding
the third player.

Again, this is one of those ideals I've considered and rejected, so feel
free.

(At the moment I'm resisting another one of those "win the race to the
bottom of the A-ko // Ranma crossover fics" ideals, mostly by poking
holes in my choices for Ranma's two brothers...)
