Pretty shortly after Ryouga turned up knowing it. He was defeated
by Ryouga with the Shishi Houkoudan, tried to figure the move out
for some time, managed to make a few weak blasts, figured out that
he'd never get as depressed as Ryouga and developed the Mouko
Takabisha to compensate. He has never used the Shishi Houkoudan
after that, to my knowledge.
