Chi is usually defined as "Inner Force" Think of it as a manifestation of
ones will.  (Most of the time) the ability to manipulate chi comes from
heavy martial arts training.  As to what chi can do, depends on who you talk
to about it. In other words, just about whatever you want it to do.

Chi isn't just in living things either.  The chinese believe that chi is in
everything.  Good chi=good fortune, Bad chi=bad fortune.  The idea of chi
gets a bit more complex that that(like how geomancers can alter chi flows),
but thats the basic idea.

I like to think of Ki as "Spiritual Energy".  Concern and care for 
objects makes them special to them, so they absorb some KI.  (See DNR 
#20).  

Ki, to me, is in all living things and the Earth itself.

I believe in "Spiritual Beings".  Creature that, unlike normal organisms, 
are COMPLETELY composed of KI.  This would include ghosts, angels, God, 
etc...  I'd like to do a story where a martial artist meets up with an 
angel or a ghost.  I'm writing a Ranma fic like this but I still want to 
do an original story.

4. Crossover magical abilities. Say a hardened black belt in some form of the
martial arts from our universe gets somehow sent somewhere where magic
exists... Does this person suddenly gain great power because he is a skilled
martial artist, or is he doomed to never have the joy of throwing fireballs?

Depends on what you want really.  Magic and Chi are two different things IMHO.

I like to think they are the same.  "Magic", by my definition is 
something amazing that you don't understand.  The audience doesn't know 
how the magician pulls the rabbit out of the hat, so its magic.  Spirtual 
energy is intangeblem, and therefor never completely understandable to 
mortals, so its magic.  By my definition.
