The daily attacks went on for a while after Ranma arrived, until
Ranma beat Kunou up in part 7 of the Manga.  The next day the
other students accepted him as Akane's fiance.  The story is
apparently set right after Ranma's first day at Fuurinkan (in part
1 of the fic, the students talk about Kunou chasing after Ranma
out of the window), so the attacks should still be on.

As for Nabiki's failure to find out about Jeff's future riches, I
guess that his grandparents didn't have much business in Japan.
Could be just a cheap cop out, though.  :)
