nope nope nope. Ryouga travels all over the world. In the final manga (Vol.
38) there
is a picture of him in Russia.

He travels all over the world but is probably never in one spot long 
enough to pick up any language. No-one has ever accused Ryouga of 
being especially bright either :-)  ( I'll only say say this 'cos 
KC is away... )
