	I could be wrong about this, but Ryouga stays in Japan no matter how
much he got lost.  Therefore, he only speak Japanese, like just about all
the other Ranma 1/2 characters.

Well, I'm not positive about the manga, but the anime definitely showed him
wander through Paris on the way to his backyard..  So he's probably picked
up a bit of some other languages.
