A common misconception.  That scene isn't the Eiffel Tower - it's the 
Tokyo Tower, which was built in conscious imitation of the Eiffel Tower.  
I won't venture a guess about whether Ryouga ever wanders outside of 
Japan - it's common enough in fanfics, but I don't know about canon 
references.
