This is a formal Request For Discussion (RFD) for the reorganization of the existing world-wide Usenet newsgroup rec.arts.anime.creative.  This is not the final RFD since a group of moderators of rec.arts.anime.creative has not yet been chosen.  A second RFD will be posted in the near future.  This is not a Call For Votes (CFV); you cannot vote at this time.  Procedural details are below.

RATIONALE: rec.arts.anime.creative

The current moderator of RAAC, MegaZone <megazone@world.std.com>, can no longer moderate the group due to personal reasons.  An unconfirmed source claims MegaZone has stated his retirement from moderation at a public panel at the conference, Anime Expo 1996.  The announcement of this retirement is all the more difficult for readers of the group to take considering RAAC has experienced over a month of inactivity.  It has been suggested that multiple moderators take the task of delivering original fan works to RAAC, and thus will be proposed in this RFD.

CHARTER: rec.arts.anime.creative

Original fan works that are related to anime are posted here.  An original anime fan work is unofficially defined as a story (commonly known as a fanfic), poem, song, or piece of art that somehow involves an anime series and/or the characters of an anime series.  A fan work is created by a person or a group of people that do not have express permission of the creator of the anime series in question to use the anime series and/or the characters of the anime series in the aforementioned original fan work.  Due to past history of high traffic within the entire rec.arts.anime heirarchy, RAAC has been asked to become a moderated group.

It is suggested that a group of moderators be assigned to this newsgroup to increase efficiency of the newsgroup.  At the current time, it is unclear what moderation procedure will be used for rec.arts.anime.creative.  Again, the procedure will be announced in a future RFD but before the official CFV.

PROCEDURE:

This is a request for discussion, not a call for votes.  In this phase of the process, any potential problems with the proposed newsgroups should be raised and resolved.  The discussion period, unless moderator info is supplied in a future RFD, will continue indefinitely but for a minimum of 21 days (starting from when the first RFD for this proposal is posted to news.announce.newgroups), after which a Call For Votes (CFV) may be posted by a neutral vote taker if the discussion warrants it.  Please do not attempt to voote until this happens.

All discussion of this propsal should be posted to news.groups.
