Nope... The 'mokotakabisha' is Ranma's attempt at doing the >'shishihoukoudan'

Yes he can, read vol 20, where these 2 ki-blast attacks make their appearance. But Ranma just can't feel "heavy" enough to use it at it's full potential. However, he is better at confidence, hence the "mokotakabisha"
