Yes he can, read vol 20, where these 2 ki-blast attacks make their 
appearance. But Ranma just can't feel "heavy" enough to use it at it's 
full potential. However, he is better at confidence, hence the 
"mokotakabisha"

Yeah, he makes little things that couldn't even harm a fly... in other
words, he can't do the shishihoukoudan... If he tried to fight with it,
he'd be trashed.
