Stargazer shouts "Damn!" as he notices that the homing device stops tracking.
"Great, now  how to follow him?  i've got his last location narrowed down to an
area in a mile radius."  Hmm, it would have taken some pretty advanced tech to
takew that homing device out, maybe my scanners can find it.  But any fairly
decent  security device should be able to hide from my scanners unless I'm 
I'm within a few hundred yards. And one thing is for sure, this Panda will
probably have some of the best tech around."

Stargazer walks around, waiting for his scanners to give off a tone that
advanced tech had been found being used nearby.
A few minutes later he passes by a raven-haired woman, which causes his
scanners to give off a tone that sounds like a pager going off.  He ducks into
a nearby alley, and looks at the display.  "That woman was using some sort
of high-tech camo.  man, my sensors almost didn't spot it, but I got so close,
they managed to burn through the interference.  That was Panda! Hmm, it gives
off a certain frequency of radiation to work.  That's it! I'll set my scanners
to add that to a high priority list of things to look for, and they'll always
be able to id that type of stealth field. Hmm, I can also track that radiation
with about a quarter mile.  Time to get that bounty."  Stargazer consults a
map of the city and follows Panda using back strrets to keep him from 
realizing that he's being followed, and plans the best way to ambush him.
