Sorry, Hawke, this isn't a war where one can achieve many ideals.  I say
we just nuke the site and save lives in the long run.  But since nuclear
weaponry is politically incorrect, I say we drop in lot's and lot's of
lawyers and politicians.  Hitomi won't be affected, of course, since the
lawyers, injuring each other during the charge, would end up too busy
suing each other and the politicians, who will in turn hire the lawyers to
both protect themselvces and sue the other lawyers, that they would more
or less cancel out each other.

Meanwhile, back in the places where these lawyers and politicians where
drafted, peace may reign and some work might even get done. ;)  That is...
after the riots and chaos settles down.

Hitomi can work peacefully and confidently with so many people suing each
other and reading the newly worked on stories.

And Hawke will have his mobolized troops.

Me? I'm just another writer who's in need of sleep and just a little more
