Well, actually, she does. 
In the Shiatsu(sp?) storyline, where Shampoo uses the shampoo to make 
Akane forget Ranma, there's one scene where Shampoo is hanging upside 
down from a tree with a bottle of the shampoo.  You can see a bit of her 
underwear.

Calla: Oh?  You were looking?
Kirna: Maybe pervert girl like girl-type Shampoo?
