Looking at the series, it becomes difficult to believe that MOusse will 
ever win SHampoo's heart.  Throughout the series it is made quite plain 
that Shampoo doesn't love Mousse.

There are scenes where Shampoo shows some affection, and even concern, 
over Mousse, but these are rare.  And there is the argument that Shampoo 
must love Mousse or she wouldn't let him stay at the Nekohanten.  

The above can be explained far more simply than saying SHampoo loves 
Mousse, but won't admit it.  How, you say?

Simple.  Shampoo shows every sign of looking upon Mousse as her annoying 
younger brother.  Since he's "family" (sort of) you can't just leave him 
to starve in a strange country and looking at how Shampoo relates to 
Mousse you'll note that Shampoo normally tolerates Mousse, but pounds him 
when she is provoked, treating Mousse with the mixture of affection and 
indifference and annoyance that is more typical of siblings than a 
romantic involvement.
