Nor did he take the comic into account, but again, it having not been 
really translated yet, I guess that's excusable. ;)

animated source that develops Kiyone as a character.  (I haven't seen the TV
series either, although I've looked through some of the film comics that I
can't read.)

There are 2 Tenchi Muyou canons, as the TV series, quite deliberately, 
changes most of the characters and relationships in small (and large) ways.

Kiyone is an "Official" part of the TV universe, but there is no evidence 
to suggest that she will ever make it into the OVA universe.

In the TV series Ryoko turns up in episode #1, being chased by the Galaxy 
police-woman, Mihoshi.  Washu is eventually found in held prisoner in a 
cave and accidentally freed... and I really can't work out what brought 
Aeka & Sasami to earth.  Kiyone turns up around episode #4 (I think) and 
then finds herself assigned to earth (with Mihoshi) as the local galaxy 
police beings.
