A touching 'fic, overall.

1. I didn't know about the braid/ponytail... all I've seen is the anime, 
and not too much of it, either.  I suppose I could change it to 3 years or 
whatever...

2. Here's what I got from Kevin Lew, "the Lai Lai Boy," the man behind the 
Ranma 1/2 Stupid Help Desk...

Without the "dragon's whisker" (or whatever you want to call it), Ranma's
hair used to grow like crazy.  I'd say about an inch a second.

HOWEVER, there's something that people have forgotten, and that's the
dragon's whisker only works for a limited period of time and then the
"magic" runs out.  If Ranma were to take the whisker off now, nothing
would happen.

In the beginning of the story, Cologne warned Ranma that if his hair was
allowed to grow uncontrollably for too long, then he would eventually run
out of hair.  Apparently, you only have so much hair, and then you can't
grow anymore.

Toward the end of the story, Ranma was so mad at the others trying to get
the whisker that he simply tied heavy things to his hair.  He swung them
around like a morning star, and bashed the others.  Suddenly, his hair
became very brittle and stopped growing.  Ranma immediately fainted,
thinking that he had run out of hair, and he would become bald.

Cologne looked at his hair and said that it wasn't the case.  The power of
the whisker simply ran out.  So Ranma's hair won't grow anymore.
Therefore, in the second movie, it's likely that Ranma is just wearing a
wig.

I don't know who to credit this answer; it was some time ago.
