Actually, apartment #1 was filled by the Ichinose family, and I believe that in
the manga, there was actually an occupant in either #2 or #3, but that many of
his lines were given to Yotsuya-san in the anime.  The other one was left empty
as a symbol (at least it's widely regarded as such) that Mitaka could have
moved into Maison Ikkoku at any time he felt like it - apparently his name is
a pun based off of the number of the empty room, like the names of all the other
characters in the series...
