       My take on this is yes, Usagi is actually a pretty bright girl,

	I thought that Usagi herself is not very bright (we've seen
she was reincarnated she became a total airhead and even after
she had regaine dher memories, she tried to remain that airhead.

 I just had this conversaion with a couple of friends last night....
 It seems that she does not nessisarily even WANT to be the moon 
princess....after all....
Actually most of the "after all's " are in her 
head. She is constantly told about all her flaws and in a kind of doomed 
way lives up to them...it's like people who have a small eating and 
weight proble.m...if they are nagged and teased about it it just gets 
worse..they are "convinced" that they lack the self worth. Usagi has a 
kind of grace only when she is unaware of it....when she is expressing  
concern for her friends or others...She takes the mantle of Princess only 
when she really NEEDS to be that and nothing else....
