My take on this is yes, Usagi is actually a pretty bright girl,

	I thought that Usagi herself is not very bright (we've seen
twice before she becamse SM, in the beginning of the first and second
season, and she's not smart, brave or serious AT ALL). But Serenity
is, and Sailor Moon in a combination of her two forms- although
Usagi at times has a little of Serenity in her. I also thought that
Serenity, for some reason, disliked being a Princess, so both times
she was reincarnated she became a total airhead and even after
she had regaine dher memories, she tried to remain that airhead.
