I prefer that stories not go to RAAC unless they are finished.  While it's
true that there is the chance that a 'partial' release may never be
finished, my real reason is concern for the writer:  what happens if, in a
later part, you want to change something in an earlier part?  It won't be
easy if you've already got that earlier part publically released on RAAC.
