Who said they *all* had to be working together?  I think that part of the 
story would work just as well if only one or two of them were chasing the 
scroll and the rest were just chasing each other (for example, Akane and 
Ranma go after the scroll, Shampoo goes after Ranma, Mousse goes after 
Shampoo, etc.).

A couple of people have commented on the fact that all of them were together.
Lisue, in my opinion, comes closest. Here are the characters in the order 
they joined up, along with their motivation.

Ranma - Desire to get away from the Nerima madhouse, gain a new 
        technique, show up Ryoga.
Shampoo - Follow Ranma, mild interest in scroll.
Kodachi - Follow Ranma, mild interest in scroll.
Akane - I'm not leaving Ranma alone with them, keep the peace between 
        Ryoga & Ranma.
Mousse - I'm not leaving Shampoo alone with them, accidents happen when 
         you travel: maybe to Ranma?, mild interest in scroll.
Kuno - I'm not leaving Akane alone with them, show off immence wealth, 
       mild interest in scroll.
Genma - (enters in part 3) New and interesting food, mild interest in 
        scroll.

And that's the story. Literally.
