No, I don't think that Ranko would do that. For one thing, he's (technically)
her brother. Second, I don't think it fits into the story for Ranko to 
ask him to do something like that (engagement) when he's admitted love 
for Akane. I think she has more of his happiness in mind than hers...I 
think that they're set on a course to becoming bro/sis best friends...you 
know,  the kind of friend you'd start a relationship with if you two 
weren't such good friends. (If that doesn't make sense, oh well...it's 
happened, more than once, to me.)
It doesn't feel *right*, to me, to have Ranko do the active pursuit of 
Ranma thing.  I don't really know why...trouble verbalizing, I guess.
