Ranma & Ranko aren't having an affair at the moment.  Ranko is slowly 
working up the nerve and desire to try and start one.  Lemon activity 
earlier in the story would not have fitted the relationships as 
described... but things have now got to the point where Lemon (as opposed 
to risque) scenes could be fitted in.

Ranko's got desire, that's for sure.  She's just good at concealing it, most
of the time...
