Well, now that I've mixed the Sailor Scouts with my Reality Jumpers, I
wondered what else I could mix together.  So I got to thinking and decided,
"Maybe I can mix the cast of You're Under Arrest with the cast of Law and
Order."

(I know, it's a dumb idea, but I already got the first parts out)

Anyway, this is the starting point for this unfinished story.  I'll take
comments, both good and bad, cause I need to know if this one works.

Prologue

"In the criminal/justice system, the people are represented by two separate
yet equally important groups: the police who investigate crime, and the
district attorneys who prosecute the offenders.  These are their stories."

JFK International Airport
International Arrivals Terminal
Friday, March 15

[The digital clock in the terminal shows it is 10:45 PM; two women, along
with other passengers and crew, walk off the plane and out of the gate on the
way to the public area of the terminal]
Flight attendant:  So, your first time in New York, eh?
Woman:  Yep!  I haven't had a vacation from Tokyo for awhile, and I thought I
would check out New York.
Flight attendant:  Ah, you're just sightseeing?
Woman:  Yeah.  I just hope this trip is worth it, my job doesn't pay me
enough that's worth saving.
[The two women enter the crowded public area as people await other passengers
coming out of the gate]
Flight attendant:  Well, you just better watch you wallet, one second you
have it, the next it's---
[The flight attendant is cut off as three gunshots are fired, causing extreme
confusion; all three bullets hit the woman as she drops to the ground; the
flight attendant kneels down to check the woman's pulse]
Flight attendant (screaming):  Oh no!  HELP!  SOMEBODY CALL 911!  ANYBODY!!
 HELP!!

[The terminal's clock is now showing midnight; police cars have swarmed over
the entrance to the terminal as people are still running around in confusion,
but most have been evacuated; out of one of the police cars, enter detectives
Briscoe and Curtis; one officer walks up to greet them]
Officer:  Vicitm, Japanese, on her way out of a flight when she was shot to
death with three gunshots.
Curtis:  I take it the murderer is long gone by now?
Officer:  If he left, he left with a couple hundred other people; they ran
all over us when we came in!
Briscoe:  ID?
Officer:  Huh?  Oh, yeah, her passport says her name is Yoriko Nikaidoo, a
resident of Tokyo, Japan; my guess is she was coming in for sightseeing.
Briscoe:  Well, this'll cause a problem in the tourist industry.  Thanks.
[Officer leaves the two alone as they walk inside the terminal]
Curtis:  Hey, Lennie, you think someone overseas hired the murderer to kill
this woman?
Briscoe:  I hope not, then we'd have over a hundred million suspects to
check, if you know what I mean.

[Introduction]

Van Buren:  This will give me nightmares whenever I travel from now
on....this case shouldn't even be ours.  Didn't anyone phone Tokyo police
yet?
Briscoe:  We got an interpreter to do that job, and they said they already
heard about it and have sent two officers on the next plane out of Tokyo.
 They know English, and they happen to be friends of Ms. Nikaidoo.
Van Buren:  Only two?  I got a case of international terrorism here and all
they send is two of their finest?  Unbelievable......get some work done
before they get here.

Office of the Medical Examiner's
Saturday, March 16

Examiner:  Not much to talk about.  Three gunshots; one to the head, one to
the shoulder, and one to the leg.  From the position of the body and the
gunshots, I'm positive it was one of the people from outside terminal, not
one from the plane.
Briscoe:  Great, that narrows it down to what, a thousand people?
Examiner:  Other than that, signs of usual jet lag and a slight case of
fatigue from the look on her face, but that's all.
[Curtis' cellular phone rings as he picks it up]
Curtis:  Hello?  Yeah, uh-huh, yeah, OK.  Thanks.
[Hangs up phone and puts it back in pocket]
Curtis:  They got the address to a witness from the scene, says she saw what
happened.

Susan Powers
Plaza East, 340 E. 34th Street
Saturday, March 16

Susan:  I was at the terminal to pick up my husband.  He was on a business
trip, and I heard when I got there that he had to stay behind.
Briscoe:  But you witnessed the shooting?
Susan:  Yes.  He stood right next to me, I almost thought I was shot!
Briscoe:  Well, could you picture the murderer for us?
Susan:  Yes.
Briscoe:  Good.  Ray, get a sketch artist over here, we have a suspect to
draw up.
[Half hour passes; sketch artist comes in and asks Powers a few questions;
Briscoe and Curtis are now at an Italian restaurant, sitting at a table
having lunch, a few blocks from the building]
Briscoe:  Mmm, pass me the pepper, will ya?
Curtis:  Here.  You know what I think?  I think our murderer is long gone by
now.
Briscoe:  It took you half a day to figure that out?
Curtis:  Well, at first I thought he would stick around here in New York or
wherever this guy lives and avoid getting a plane out of here.
Briscoe:  Hmm, good point.  But he would have the cover of a few hundred
other passengers, no one would spot him.
Curtis:  You're right.
Briscoe:  And besides, we're getting a picture of this guy drawn up right
now, he wouldn't stand two minutes here in New York with a copy of his
portrait in every cop's hands, right?
[Sketch artist enters restaurant and hands a copy of the portrait to Briscoe]
Artist:  This is the best I could come up with.
Briscoe:  Well, it ain't exactly Picasso, but it'll do.  Get it out on the
wire, makes sure every precinct gets it, and give a copy to every precinct in
Tokyo as well.
Artist:  Tokyo?
Briscoe:  You heard me.  You can do that, right?
Artist (sighs):  Very well.
[Artist leaves restaurant; cellular phone rings again, Curtis answers it]
Curtis:  Curtis here.  Yeah?  All right, all right, OK, thanks.
[Hangs up phone]
Curtis:  The ones from Japan are here.  They've been taken to the precinct.
 Let's go.

[Briscoe and Curtis are sitting at their desks, awaiting for the two
officers]
Briscoe:  Well, they must certainly have a lot of paperwork to fill out.
Curtis:  Yeah, I wonder what's taking so long?
[Van Buren enters workplace with both officers and walks up to Briscoe and
Curtis]
Van Buren:  Detectives Lennie Briscoe and Ray Curtis, I'd like you to meet
Officers Miyuki Kobiyakawa and Natsumi Tsujimoto.  They make up part of the
Tokyo Highway Patrol, and they work at Bukatoo Precinct in Tokyo.
Miyuki (bows):  Pleasure to meet you.
Briscoe (confused, turns to Van Buren):  Highway patrol?
Natsumi:  Yeah, is there a problem?
Curtis:  Well, no offense, but this is a murder case we are dealing with
here.
Natsumi:  And the murdered person is our friend, Yoriko!
Curtis:  Yes, but...
Van Buren (interrupts): Told you it was a bad idea, sending only two
officers.
Miyuki:  We're not here for your approval, OK!?  Let's just check the body, I
want to make sure this is all a big mistake.
Van Buren (gives an impatient look):  Fine.

[Commercial break]
[End break]

[Briscoe, Curtis, Natsumi, and Miyuki walk down the hall to the morgue]
Curtis:  I hope you're right, this being a big mistake and all.
Briscoe:  Me too.  Tell me, Ms. Nikaidoo went here to see the sights?
Miyuki:  Yeah, we warned Yoriko not to go, too dangerous and all...
Natsumi:  But she said she wanted to go here to the States for a vacation.
 There was no way we could change her mind.
