Yes, in that scene Ranko attacked Genma and Ranma with water balloons and 
changed their forms; Genma and Ranma were trying to retailiate.

In regards to Nodoka and seppuku, in this story the Genma didn't take the 
twins off for a extended tour, he and Nodoka compromised so that he would 
leave for short trips and return, with Nodoka also taking the twins on 
training trips.
