Why would he propose to her during class?  Because it's romantic, that's why.
And it shows a great presence of mind to be able to admit your feelings
in front of a whole lot of people.

It's also rather embarrassing if you really aren't sure the person is 
gonna say yes...Which Ranma certainly isn't sure of.
