I should have said "first episode of the Ranma."  Kunou finds out from 
Nabiki that Akane is engaged to Ranma (whew!), and Ranma's in the same 
room, so he gets yelled at by Kunou.

Am I right?  I'm too lazy to check out the anime really quick, and 
Japantown is always sold out of manga #1.  So I'm relying on memory.

No.  Kuno yells at Ranma in absentia (that is, Ranma's nowhere to be seen,
but Kuno yells at him anyway), which gets him sent out to stand in the hall.
Later on, you see Kuno running around a corner to throw his buckets of water
at Ranma (which miss), which he wouldn't have to do if they were all in the
same class.
