Looked pretty good to me.  The only thing I'm bothered by was why did 
Ranma propose to Nabiki in the middle of a class?

Besides the technicality that his teachers wouldn't let him go roam the 
halls at will :), I'd think he'd want to propose to her in private where 
his own shyness wouldn't come into play...and where he wouldn't get 
mega-humiliated if she said no.

Also, why is Ukyou in class with Nabiki?  She's Ranma's age.  And in 
Japanese schools, the class stays in one place and the teachers 
move....grades don't mix.

My main problem with this chapter is that Ranma isn't acting very 
Ranma-ish, in my opinion.  Is it a big problem?  Anybody see any ways to 
correct it other than changing the concept behind the series?

I dunno...he seems Ranma ish enough to me.
