Because she is a lunatic.  And she poisons people.  Of course, I dislike 
Shampoo for the same reasons, unlike a lot of people :)

In the actual Anime/Manga Shampoo uses drugs (NOT poisons!) about twice, 
Kodachi uses poisons and/or drugs every second appearence.  Shampoo also has 
made use of magic items about half a dozen times, but often these items 
often have only an indirect effect (the false Jusenkyo cure & the magic soap 
for instance) with the consequences of their existance being caused by 
Ranma's greed for them.

Kodachi consistently use her poisons indiscriminately, Shampoo always 
targets her use of drugs (and magic) as carefully as she can.

Kodachi is into ambushing and hurting those who can't fight back where 
Shampoo (with only one exception) prefers stand-up fights.

Shampoo is ruthless, but understands that her actions have consequences 
and that there are limits to what she can get away with.  Kodachi just 
lives in a world of her own where hers is the only opinion that matters.

All in all, Kodachi is far nastier and is likely to hurt someone just for 
fun.  Shampoo is more dangerous and ruthless, but only when she has a 
reason to be.
