That's because Shampoo has the cuteness factor that Kodachi lacks.  Also,
Shampoo's impressive cup size literally outweighs Kodachi's.  Those two
reasons are probably why she isn't reviled like Kodachi is.

Although, on a personal note.  If I was in that universe and knew I could
find a way around the poisoning, I think it'd be worth it to pursue Kodachi.
