As has been pointed out in my previous posts, Skuld's been seen teleporting
through cold water as well.  A contradiction there that's caught me by

suprise. 

For example, in Aa! Megami-sensei! #4, I had Skuld heat up a beaker of water
before teleporting through that.  It wasn't until later that I got the manga
volume that had the ocean scene in it.

        But we need to remember that as the story progresses Skuld 
        progresses in her command of her powers and gains new ones,
        like being able to write baka on people's faces.

However, I don't think learning really applies to a god/goddess's particular 
teleportation method.  Also, as has been pointed out in a previous post on the 
topic, the kanji for "hot" or "hot water" do not appear in the original 
Japanese anywhere.  I checked this for myself.
