Pretty much. Basically, a lot of the Sailor Moon varies depending on
when you set it. I'd recommend to set it during Sailor Moon S - that way
you've got the Usagi-Mamoru relationship, but also have him needing to
fight the villains fairly often. The best other option would be between
the two halves of Sailor Moon R, but then you don't get the opportunity
to have them battling villains, and Mamoru won't need to change into Tux
too often.
Maybe for purposes of this series, it would be better to create an
entirely original set of villians and insert them into the continuity. In
that case, The Surreal World can take place in Mamoru's life between the two
segments of SMR, *unless* Chibi-Usa and the future history become an issue.
