Well, I knew that if anything would evoke a reaction, it would be the ratings.

(My Ratings from the story)
10	Cologne
8	Ayuki
5	Ranma, Ryoga, Keiko
4	Midori, (Genma, Shampoo, Mousse)
3	Soun, Akane, Ukyou, Kodachi (tent.)
2	Kuno (tent.)

In the story Cologne makes the ratings; she's judging everyone based against 
herself.  I suspect that she has more knowledge and skills than revealed yet.  
Since she is just starting to rate martial artists, she is being conservative 
in her evaluations just in case there are more individuals on the upper levels 
of ability. This also allows the ability to introduce new techniques not 
mentioned yet.  In this scheme, most good martial artists would fall in the 
"2-3" rating.

The thing that has to be remembered with the ratings is that they're based on 
the characters as of (american) Viz Volume 5 - "Happodaikarin" storyline.  
Ukyou might move since I don't have a real direct reference for her as of yet.

Happosai is not getting rated.  The reason behind this is that the purpose is 
to assign them as teachers; Happosai would not make a good teacher of females, 
and I didn't want to deal with the social implications of a boys school filled 
with Happosais-in-training.

Ayuki has trained with Cologne for three years (in addition to Ranma and 
Shampoo).  While she would have most of what Cologne has taught both Ranma and 
Ryoga over the series, and has developed variants of her own, she is still not 
as good as Cologne, who probably has eighty years of fighting experience 
behind her, so she gets an eight.

Keiko can be thought of as Ranma at the equivalent stage of the story.  Since 
she came from a universe where Cologne came to Japan and had two sparring 
partners (Linlin and Ranran), she also knows "Chestnuts" and some other 
techniques.

Midori can also be thought of as Ranma at the equivalent stage of the story 
except that Cologne did not come to Japan in her universe so she does not have 
access or knowledge of her special abilities (though she's learning fast from 
Ayuki).  She might be able to project her aura (I haven't decided yet).

The problem is what to rate Ranma, since all other characters are rated 
in regards to him.  He's not up to Ayuki's level; the only special attacks he 
has at this time is the momentum trick, "Chestnuts", and the tea ceremony 
techniques.  Without the special techniques, he can beat all the other 
characters except Ryoga; they've developed their skills in tandem with each 
other.  Ranma might rate a six, if this is the case, everyone (except Ayuki) 
just gets an extra point added to their rating.  I'll have to think about it.

Ranma definitely beats Shampoo, Mousse, Akane, Kodachi, Ukyou, and Kuno
At the beginning, Ranma is roughly the same as Genma
Shampoo definitely beats Akane
I would guess that Soun is roughly the same as Akane

The Inspector definitely beats Kodachi (so he might rate a four, but probably 
not because the ratings are so close together).  The problem with Kodachi and 
Kuno (and Ukyou, Shampoo, and Mousse to some degree) is that they're limited; 
take away their tools and you have to try to figure out how good they'd be 
without them (since this is a general rating).
