That's "I like you"!
It would be a valid way of saying "I love you." in Japanese. Considering
that the Japanese usually don't like to be too forward/blunt in their
language, it would be understandable if they say (literally) "I like you."
when they mean "I love you." It's the same tendency that leads them to say
"Well, it would be difficult..." when they really mean "No way."
