Let's put this another way.  Write a story where we jump forward 10 years. 
Akane & Ranma have 3 kids.  THEY HAD TO HAVE HAD SEX.  Is it a lemon?  No. 
So, the answer must be, if you don't show the sex, if it happens 'off
camera', it's not a lemon.
