OK then, my question concering Nabiki not taking steps to prevent 
such things still remain valid (come on, this is the brains of the Tendo 
Dojo we are talking about here).

Nothing's perfect - just how would they (Nabiki and (?)Kuno) deal with the
situation if all the precaution they took failed?  (ya know, roll a 20 on a
d20 for a dex check - a role playing thing)  She's smart enough to take
precautions, but nothing is perfect.....
