I don't think stealing, even if it's from pirates, would fall into 
Ryouga's way of thinking.

Ryoga would be a tough sell... unless she told him
it was needed for a cure to his curse. Ryoga is rather
like Ranma in that area - willing to do almost ANYTHING
for a cure.

By the same token, Nami could elicit the same support
from Ranma using that same argument. If set after he
learns the umisen-ken, you now also have a reason Nami
would want to pair up with someone. Ryoga is just more
funny as a partner.
