Ya know, Ozzallos addresses this very point in a couple of fics he's 
written recently: The Best of Times and Heir to the Empire. 

In both fics, Ranma can dance around any of the Senshi all day, but he 
knows for certain that if he ever let one actually *hit* him, he'd be toast.

This is especially evident in HttE.  Ranma faces off against Sailor 
Moon.  Ranma is aware that the giant pink heart thingy will fry his 
butt.  Therefore, he's elsewhere when the giant pink heart thingy, or 
the "magical Frisbee of Justice (for which Softrogue deserves special 
credit)," or any of Moon's other attacks hit.  It gets to the point that 
Akane tells Ranma to "stop beating up on Sailor Moon," and Ranma tells 
her that *she* has a better chance of hitting him than "this Moon 
chick."  It's only when the "magical Frisbee" takes out part of the 
house, thereby upsetting Kasumi, that he acts, and he basically uses a 
combo of tai chi and judo to take her down.  Later in the scene, when 
more Senshi pile on him, he redirects Uranus' and Venus' blows (leaving 
them to kiss dirt), uses shiatsu on Mars, and blows Setsuna's mind, 
thereby stopping the attack cold. 

No, I'm not going to give Ozzallos' major plot complication away -- go 
read it for yourself.  It's too much fun to miss out on.  But I like his 
characterization of Pluto.

My big problem with most Ranma/SM x-overs are the ones that talk about how a
senshi can kick Ranma's ass because of 'magically enhanced
reflexes/strength/toughness/etc....'  This is mostly baloney.  I've never
seen any proof in the anime that senshi transformation alter strength or
reflexes.  Thoughness, maybe.
