Why do I get the feeling, with a government that would pass such an
edict, that the public might accept it as macabre entertainment?

Another would be to
gather the
Magical Girls into an effective fighting force that actually poses a
significant
threat and use that threat for bargaining leverage.

Bishoujo Senshi Sailor Orion season 3 - except that this is versus the
government, not a gov't of MGs versus other gov'ts.  Still reccomened
reading for how to handle serious MG vs. normal army fights.

The third would
be to make
it clear to the government and the public just what dangers are posed
by the
elimination of the Girls and that the Magical Girl Hunters won't be
able to deal
with those threats.

Unless, of course, the "threats" have infiltrated or openly taken over
the government, and are using its forces to secure their position.  But
even exposing that might be interesting.

Ideally, all three at the same time.  Of course 
fundamentally the first and third strategies require more of an
investigative
journalist than a superhero.  

Sometimes, the leader of superheroes has no super powers - but the
powers (often skills) possessed make that person a "superhero" to those
lead.
