I would recommend 'Crystal Tokyo for the Baka, Mk. 10'. found
on A Sailor Moon Romance, under Lord Chaos. It was a mulit-
author roundtable discussion thing, sort of. Not a fic, but many
good points were brought up. One of the many things discussed
were the idea of an dystopian CT, one where not everyone was
happy with the New World Order.

Personally, I would look at Lord Chaos' '1101' and 'The Paradise
Army', which does explore that same theme... sorta. Tho TPA
isn't finished, and isn't likely to be anytime soon.

Angus McSpon's "Sailor Moon 4200"
(http://shell.ihug.co.nz/~macspon/fanfic/sm4200/sm4200.html) also
touches on this theme, though only Serenity is deified. The others are
seen as her servants or allies. McSpon could probably explain it
better.

That said, at least one Senshi should have a meglomania streak and be
purseavive enough that she convinces the others to keep it up. One of
Usagi/Serenity's defining concepts is that she will do anything for her
friends and/or family. If enough of the others convince her that being
treated like Gods is a good thing, she'll keep doing it.

That said, my take on such a story would be that the person brought
forward was brought forward by Mercury, who also desires an end, but
her hands are tied. So she goes looking in the past for someone with
the skills who can lead a revolution.

What she gets, is the hero and (if you desire comic relief) his or her
friend. The only way home is to bring down their way home. And so there
you are.
