Just to muddy the waters...
Flour itself is explosive under the right circumstances.
'Granary Explosions' can occur when a large ammount of flower dust is
suspended in the air causing a high enough fuel/air mixture that
combustion is fast enough to have tremendous force.
Same principle as fuel aerosol bombs.

Yes, there ARE a number of explosives that have (and NEED!) the
words "Do Not Eat" stamped on them. A number of these use either sugar
or flour as a major ingredient, and they tend to be used more in poor
third world countries than in the USA, the Anglosphere, or Europe.
And don't forget the explosive developed during WWII which resembled
flour so much that it could be baked into loaves resembling bread --
and was, apparently, non-toxic to boot. That's one that didn't need
the label...
