I like this! It's nice to see a different (and often more intelligent and/or deep) perspective on cannon plots and characters.
My only critiscism is that this isn't so much a fanfic as a short essay. I'm sure that this could (relatively) easily be expanded into a full blown mini series, or a much longer one-shot, if you were inclined to do so.
You would have to gradually reveal what was going on, of course, otherwise it'd be a little dull (it would be the basis for the story's dynamic tension aspect). You'd also have to present some kind of solid conclusion - will Mouse crack? Perhaps his efforts will fail and Cologne will return home before the revolt is ready? Or even something completely different happens, like mouse actually starts to see the hidden aspects of Shampoo's personality, and he genuinely falls in love with her (ie, he craks, but in the oposite direction).
