I mean, they have a beauracracy, so wouldn't any wish that doesn't have the proper approval before
hand, with the wish giver being informed of who the wish is being granted to a couple hours at least
before they meet, be thrown out as being dangerous? Come on, with something like a wish, which is
very powerful, wouldn't they have to have safety measures in place to ensure that wishes aren't
given out freely?
One alternative, depending on what is the purpose of the wish in this
story, might be replacing it with a promise. In AMG, deities are required
by divine law to honor all promises they make. Not doing so usually
results in a terrible cosmic disaster. Promises are not regulated by the
celestial burocracy, so a goddess does not need to ask permission to make
one. They also give a better reason for the goddes in quesiton to stick
around during the story - if Shampoo gets a wish and asks for the love of
Ranma, she probably gets it instantly. But if Urd, for example, takes pity
on her after hearing her side of the story, and in the spur of the moment
ends up promising to help her get Ranma, she has to follow up on that and
get personally involved with it all.
