An interesting prospect, however, IMO, you're working a bit much into it. I 
would suggest that you leave Ranma as is with a few cat instincts that would 
eventually lead into the ability to control the neko-ken or some such. 
Indeed, his fear of cats might not be so much a fear, as supressed memories 
of his Moon-Cat Past and the destruction of the Silver Millenium, especially 
if she was very young at the time. 

Another route to take. Perhaps his Moon-cat self comes out only when Ranma is 
in the Neko-Ken, and then only if he was she when it was triggered.
