Has occurred to anyone that the problem might be that her
mother drowned or appeared to drown in front of her.
Alternatively someone might have used the sink or swim
analogy in front of a young Akane right before her
Grandparents vanished and again right  before her Mother
disappeared. Leaving that lookalike corpse.

I would see either of those a causing a teen Akane trouble
swimming. Here or in Comes the Cold Dragon as well.
