Technically Ranma's hands do break the sound barrier when
he does the amaguriken. But you don't hear the pops from the sonic booms. there are two ways to interperet this. 1 a sort of chi field
forms around the hands and it acts like a coat of air that is accelerated as well so there is no compression wave to cause the sonic boom. 2 the hand moves so fast that the sonic boom is so high pitched that it is unhearable.

a sped up version would also resolve itself into a loud hum rather than individual sonic booms due to the speed.
