the emergency number is in Japan?

Police is 110. Fire is 119. This becomes a joke as the numbers of 
Shampoo's shampoos. (Formulsa 110 and 119) Please note that, in the 
English Manga, they are changed to 411 and 911 to preserve the emergency 
telephone number gag.
