When everything's not exaggerated for comedic effect, he may be a little
shortsighted, but he's not _that_ shortsighted.  Heck, the whole story is
filled with Ranma thinking of things ahead of time.

Ranma should at least mention it to Akane,
and probably should mention it to Genma as soon as Genma mentions the Tendou
engagement.  (This is true whether you're an Ukyou fan or not.)

Mentioning it to anyone would risk blowing his cover, letting them know
that he knows what's going to happen.

No, it wouldn't.  The engagement happened in the past, not the future--ten
years ago.  Ranma only has to "remember" it.
